Artificial Intelligence: Boon or Bane?
1. introduction.
Artificial intelligence (AI) is the branch of cloud computing concerned with the technologies that allow computers to accomplish tasks which, at present, can only be achieved with great difficulty by humans. This article provides an introduction to the myriad of legal and ethical implications of artificial intelligence (AI), with an eye towards better understanding their implications for software engineering and information systems. AI is examined in terms of its myriad potential benefits and drawbacks. The capabilities and ethical implications of current and near future AI systems are then discussed in areas encompassed by the field. Finally, the recommendations and resources for further study are presented, with an encouragement of real-world use. The principal purpose is twofold: first, that potential researchers and AI professionals might look to the recommendations for areas that will require attention in the future, and second, that computer professionals in other domains can better understand the contours of artificial intelligence's disciplines. Preparing for the impacts of AI, and perhaps mitigating the worst of them, require a broad, deep, multi-disciplinary and long-term study of AI, its progress, and its socio-economic and policy implications. Such a study should be informed by clear thinking about the values, principles and goals needed to ensure ethically aligned AI that is beneficial for all, for the longer term. AI is a transformative phenomena where some near-term impacts cannot be predicted with confidence. While more grounded study paths, expressed in AI studies and reports, aim for better understanding and guidance for addressing such benevolent, AI-related issues, the reason for AI's flexibility invites some caution regarding our ability to predict and manage its longer-term influences. But, in respect to efforts to shape AI to serve good purposes rather than harmful ones, the threats attributed to AI — if genuine — indicate considerable cause for vigilance, prioritization, study, disclosure of results and norm-setting. They underlie a justificatory basis, through reciprocation with its benefactors, for sustained and diversified support, by society, for AI research that is relevant to deeply and globally shared human purposes and interests.
1.1. Background and Significance
Advanced technology has always presented humans and the environment with a diverse set of issues regulating potential benefits, limitations, and detrimental outcomes, and the rapid advancement of technology in general has been, and continues to be, no different. One of the most critical technological advancements facing human society today is the rapid development and necessity for artificial intelligence (AI). Rapid advancements in AI and machine learning, in particular, have impacted virtually every aspect of human life in the 21st century, from social to economic to ethical reasons. Society benefits from AI and has, in certain respects, constructed the necessity of AI into the very fabric of global culture. Yet it is also, particularly because of these very same advancements, become clear that AI opens up ethical implications that society is only now beginning to address. Arenas such as medicine, finance, agriculture, space exploration, and transportation are just some of the segments that have experienced rapid benefits as a result of advanced AI techniques. But society has also begun to struggle with the effects that AI has on job displacement within the workforce, the moral implications of using AI in military systems, and the philosophical issues that are made as a result of creating machine learning models that in certain situations are better than humans themselves at accomplishing these same tasks. It is clear that, as the advancements of machine learning models continue at breakneck speed, the ethical questions raised by these very same models pale in comparison. I believe ethical considerations in AI are not only important but also essential for reliable adoption and acceptance by the potential users of AI systems of future generations.
2. Ethical Considerations in AI Development
Ethical action must be understood as originating in human activity. Hence, proponents of ethical design believe that engineers have a significant and unique role in design on the grounds that only they have the technical expertise needed to make design decisions that influence whether a given artifact will perform as intended to achieve the good. According to this view, general ethical principles are to be instantiated in design as technical requirements or as design constraints that reflect the various ways in which a given technology may be a threat or a benefit to what is declared to be truly good. Our daily life as humans, as exemplified by our private and professional activities, seems to be governed in large measure by rules, habits, norms, and so forth. This is especially true in comparison to other animals. Most of the discussion about the ethical use of AI focuses on embedding similar rules, habits, norms, etc., into the technology. Also, we frequently fret about the lack of regulation, law enforcement, and oversight in certain sectors like genetic engineering, collective farming, the military-industrial complex, telecommunications, and Financial Big Brother, to name a few. In response to such concerns, millions of professionals are engaged in activities such as designing, predicting, testing, assessment, production, accounting, housekeeping, healthcare, arbitration, research, policy-making, employment, and training.
2.1. Privacy and Data Security
When it comes to ethical considerations and artificial intelligence (AI), one of the foremost issues involves individual privacy and data security. From the viewpoint of individuals, it is vital to consider how much of their personal information the AI systems are handling and what is being done with it. Are their data being stored? Is it ever sold or transferred? Is it being secured properly? These questions generate answers based on different risk assessment factors pertaining to demographic, financial, medical, and location points. Machine Learning (ML), which is a part of AI, presents a legal challenge to individuals who work hard to protect their privacy, as ML requires a data-free environment to foster learning. With the increasing flow of data in and out of an AI system, there is naturally more opportunity for valuable personal information to be shared and disclosed in unauthorized ways. Another security concern stems from an environment where data security is focused on safeguarding the data when at rest and in transit, with less emphasis on safeguarding it while it is being used. The likelihood of a security breach increases at this phase. It is known that the modern approach to privacy law is to focus more on the entity that processes data than on the data itself. The laws believe that organizations and companies should stick to processes that ensure personal data protection, a solution forced upon by an era when data was relatively rare. However, big data changes the rules, typically transforming any agreement on the usage and storage of data into ashes. If AI systems generate revenues from personal data, which is a common practice, then we are confronted with the problem of unfair commercial exploitation. The main issue revolves around the data economy and the conversations around the distribution of wealth they generate. If an individual's income depends on their location, education, and family support, we can at least try to draft sensible legal and social policy measures tailored to people’s needs. If it is generated by their digital footprint, we begin to operate in a Blade Runner-like system in which the minority of people living a noisy life determine the fate of an almost silent majority. Traces of big data – be it consumption, listening, or personal data – may definitely reveal individual preferences, weaknesses, desires, and, in the wrong corner, any sort of illegal activity. Those data pointed from an artificial intelligence may be criminally exploited, potentially penalizing innocent citizens.
2.2. Bias and Fairness
Bias refers to a systematic error pattern in one direction. The presence of bias in the data and its algorithms that exist in virtually all steps of the decision-making process can have profound ethical implications. For example, biased policing data can produce bias in predictive policing tools. If a police department was disproportionately focused on patrolling certain neighborhoods based on racially biased policing policies, algorithms that used the arrest data to form a predictive model for crime could exhibit discriminatory outcomes by targeting individuals from those well-policed neighborhoods. This could then establish a feedback loop in which individuals from certain neighborhoods were disproportionately represented in the data used to train the predictive models, which in turn disproportionately encouraged further policing of individuals from those communities and further deepened historical racial biases. This is a pressing concern given increasing documented historical racial biases in policing. Evidence suggests that stop-and-frisk rates are higher for Black people compared to White people. It found that when stopped, Black and Latinx individuals were at least 40 percent more likely to be frisked than White suspects. More concerning is the fact that "police are more likely to stop and use force against Black and Latinx individuals that they stop". In the criminal justice system, many of the automated systems contain logical and implicit assumptions which mean that they might embed certain societal biases unjustly or unfairly impact certain groups. Moreover, sentencing systems might use a list of criteria that can lead to unfair impacts on certain groups.
3. Impact of AI on Employment
As AI technologies allow further automation, more workers, both blue-collar and white-collar, are displaced. In this respect, AI can be compared to previous technological advances and associated trends of greater automation. The difference this time is that the pace of AI development is rapid and almost certainly faster than the reorientation of displaced workers to new job markets. This creates a choice: invest in retraining these displaced workers or allow their marginalization. There are healthcare, manufacturing, and other industries using AI to replace humans with robots. The risk is very high for jobs in the 47% of which may be computerized in the next 20 years. Non-routine cognitive tasks and decision-making tasks would be replaced by AI, leading to ever-growing unemployment rates. As AI uses more specialized jobs specializing in AI roles (e.g. computer engineers) would increase, the competition in this workforce becomes increasingly niche. This acts as an accelerant for job polarization and pay inequality by automating routine jobs. The economies would grow, but the workers who lack the relevant skills would be left behind. Such wealth inequality would lead to political instability and socioeconomic segregation. The solution of universal basic income may not work and throws up several questions on societal value and the importance of working in society.
3.1. Automation in the Workforce
Technology is now on the brink of leading a great transformation of the future of work. New automation initiatives have the potential to transform the lives of billions of people by addressing employment impediments that currently restrict human capital in the three 'D' occupations: dangerous, dull, and dirty. Automation provides increased gains and cost reductions from centralized operations, enabling the resurrection of manufacturing jobs and creating safety improvements that lead to a concurrent reduction in insurance costs. The half-century transition to a maturely digital economy will be difficult because of how much legacy infrastructure stands in the way; however, intelligent systems will be softer, smarter, and more social as technology integrates further with all aspects of our life in physical, logical, and social spheres, thus bringing us closer to an existence in an era of digital enlightenment. Developing countries have adapted to smart machines more easily and quickly than many developed countries by moving from the agricultural sector directly to the services sector. The fast adoption of cellular mobile telephony in developing countries and low bank penetration during a digital age have created new ways for citizens to interact with their government and have thereby contributed to increased government transparency. Policymakers seek employment for hundreds of millions of members of the poor in emerging markets, a transition that has received much discussion concerning questions of job growth and workforce preparation while generating few direct answers. The higher the perceived danger posed by the potential for automation to eliminate human jobs and raise "mass unemployment," the greater the urge to create legislation in an effort to stave off technological progress.
4. AI in Healthcare
Healthcare is another growing field in which AI applications are being utilized. When it comes to healthcare, doctors, specialists, researchers, and medical professionals work earnestly to save lives, cure diseases, and alleviate pain and suffering of people. This makes healthcare a field where the need for application of technology, particularly AI, is not only useful but crucial. There are three areas in healthcare where AI, in the form of ML, can be of potential use: the understanding of the link between diseases, genes, and drug molecules; diagnosis; and personalized treatment. First, the analysis of large-scale datasets on gene expression, drug molecules, and diseases can help researchers understand the underlying biological links between these three elements, which form the basis of serious debilitating diseases in humans. Second, AI can help medical practitioners make accurate diagnoses in patients' diseases. Diagnostic AI algorithms can be trained to quantitatively assess medical images, such as images of MRI nerve scans, and label the extent of nerve damage and the existence of inflammatory diseases accurately. Such algorithms show promising results and are crucial for early detection and better management of multiple sclerosis. Moreover, diagnostic AI can also be utilized in the analysis of pathology images from biopsies, such as for cancer detection and classification, which could relieve medical doctors of routine histology slide analysis and perform more sophisticated tasks in patient care. Last but not least, AI can also be used in the development of personalized treatment via the identification of potential genes using precision medicine. Such treatments are highly tailored to individual patients at the genetic level and could be used for the prevention, early detection, and faster treatment of certain diseases, particularly those with strong genetic components such as cancer.
4.1. Advancements and Benefits
Artificial intelligence (AI) technologies and AI systems continue to advance at a swift pace. Technological systems that utilize particular AI technologies have already been widely deployed, and these systems are proving very beneficial from a wide social perspective across a wide range of activity areas. Here are some examples: Many AI technologies use enormous personal data sets, adapt to use and context, and integrate well with associative technologies to greatly enhance or enable, for the first time, the capabilities and opportunities of disabled persons, be they visually, aurally, physically, or learning impaired. We expect that this scenario will continue to demonstrate significant advancements and benefits in the future. Many AI technologies are assisting and augmenting medical practitioners in performing diagnoses and prognoses in cases of complex diseases, planning active care, and dosing. Very major global issues such as food and water, energy, environmental quality, and conservation of natural resources are amenable to being addressed more effectively by AI-based predictive, preventive, and targeted adaptation systems. AI technologies are used in many engines that increase the efficiency of such devices for a particular application. AI technologies that process data and extract information from them in a context- or use-specific manner result in extending the intelligence of the human user of such technologies.
5. Conclusion and Future Directions
The present article provides a broad overview of the applications of AI from a societal point of view. It does not, however, include a discussion on the applications of AI for military and military-related purposes, which have different and more complex implications. The implications of AI were presented through seven application areas. These applications offer versatile beneficial tools and services, but they also pose complex challenges and risks. Some of the applications are in their early stages, and therefore their societal impacts are still difficult to predict. Since AI technologies are primarily created through intertwining various scientific and technological disciplines, the complexity of ethical implications and regulating AI within these areas - governing, managing, applying and benefiting from AI technologies - is under research. This is not an easy task because AI may be one of the most demanding technology fields since some of its design and deployment decisions are political in nature, while others lie on the border between ethics and law. Nevertheless, the prospect of benefits such as increased accuracy, speed, and performance of AI-supported decisions in many areas make it an important area of research. It can, therefore, be concluded that the social consequences of AI involve a whole raft of desired consequences that contribute to a better society, apart from those specified at the development stage. Active public and private stakeholders, including government, should promote, usually by pre-allocating resources or reducing risk for taking actions that are politically costly but economically and socially beneficial in the long run.
